Impossible

To complete the third quest you need to reach level 41 and it is almost impossible to achieve this unless you pay for the game, I have been playing constantly and made sure to use all my energy plus any extra that was given from side quests and the max I reached was level 35 going to 36.

It is best to reduce the requirement of the level or extend the time length of completing the task.
